Abstract
The economic model of independent system operators needs to be tempered, and ISOs should be more modest and qualified in their claims regarding the consumer benefits that flow from the markets they administer. ISO governance structure needs to be re-thought and made more responsive to the general public interest. ISOs should also become more transparent. All these steps will not only facilitate the work of ISOs and serve their interests but, more important, will also better serve the public's interest.
